Arrival at game site: 2 hours prior to kickoff

Officials Equipment: (Assure all officials have correct equipment)

a.       Correct uniform (socks); hat

The referee will preside over the discussion as each official will summarize his/her responsibilities, in this order:

 

Referee, Umpire, Linesman, Field Judge, Line Judge, Back Judge, Timer

Referee:

Synchronize correct local time (lj)

Check that game timing equipment is properly functioning

Conduct pre-game conference with officials in accordance with MDOA policy

Conduct pre-game conference with coaches in accordance with MDOA policy

Report back to crew on coaches conference

From press box side referee and umpire jog together to middle of field; face clock

Will signal field judge and back judge for captains

Will instruct captains and ask for the visiting captain’s choice prior to the toss; will repeat choice to umpire and home captain.

Winner of toss will have first option to kick or receive; reverts for second half.

When coin toss is complete all officials will meet at mid-field and record options

Free kicks: referee on goal line, will check with linesman, and line judge. Wait for back judge to get to sideline and signal ready for play

Free kicks: Referee, linesman, and line judge will signal for clock to start upon legal touching

Free kicks: Referee indicate by arm extended forward that a player has advanced the ball out of the end zone. Do not start clock until the player exits the end zone

Free kicks: On obvious short free kicks (on sides) all officials adjust forward

Before the snap: After play all officials should “rubber band,” or constrict to show presence

Before the snap: Make sure you know who counts whom

Keys on running plays; keys on passing plays.

Scrimmage kicks: Review general positions and coverage

Scrimmage kicks: Referee will have kicker and holder situations

Field goals & try: Review general positions. Note: back judge and field judge under the goal

Field goals & try: All be alert for fake attempts

Field goals & try: Referee place a bean at the spot where the holder drops to a knee

Field goals: If kick is unsuccessful, ball is placed at spot of kick if outside the 20 yard line. If inside the 20 yard line, it is a touchback

Time outs: Outside 2 minutes of either half, 60 seconds. Inside 2 minutes, 30 seconds in length

Time outs: players must remain inbounds and coaches must remain out of bounds

Time outs: All officials will record time outs on their game cards

Time outs: At the 2 minute time out all officials will huddle in the middle of the field to review special procedures and confirm time outs

Measurements: Referee and linesman must be on same page for plays close a first down. Measurements The linesman can position himself beyond the front stake if he thinks the line to gain was met, short of the stake, if he does not think it has been met and on the stake if unsure.  If the referee agrees, the change is done quickly. If the referee signals first down, the chains must be moved immediately

Measurements: Referee will declare either a first down or short of line to gain. If short referee will take the chain link and relocate the new ball inside the hash mark

Enforce timing and rules differences as listed elsewhere.

 

Umpire:

Spot check players’ equipment

From press box side referee and umpire jog together to middle of field; back to clock

Referee will instruct captains and ask for the visiting captain’s choice prior to the toss

Field goals & try: Review general positions. Note: back judge and field judge under the goal

Field goals & try: All be alert for fake attempts

Field goals & try: watch for leverage

Field goals: If kick is unsuccessful, ball is placed at spot of kick if outside the 20 yard line. If inside the 20 yard line, it is a touchback

Time outs: Outside 2 minutes of either half, 60 seconds. Inside 2 minutes, 30 seconds in length

Time outs: players must remain inbounds and coaches must remain out of bounds

Time outs: All officials will record time outs on their game cards

Time outs: At the 2 minute time out all officials will huddle in the middle of the field to review special procedures and confirm time outs

Measurements: will assume control of front stake and measure

 

Linesman:

Instruct chain crew on procedures, assure chains are proper length and functional

Linesman and line judge remain on their respective sidelines

Linesman and line judge discuss any signals that will be used for line of    scrimmage.

When coin toss is complete all officials will meet at mid-field and record options

Free kicks: Linesman and line judge at 10yd. Line,

Free kicks: Will check with referee for readiness

Free kicks: Referee, linesman, and line judge will signal for clock to start upon legal touching

Free kicks: On obvious short free kicks (on sides) all officials adjust forward

Before the snap: Keep sidelines clear

Before the snap: Be conscious of false starts, encroachments, and offside (live ball) foul

Before the snap: Linesman and line judge are responsible for forward progress to the 2 yard line on normal down and distance situations. Field judge and back judge are responsible for 2 yard line to goal line including ruling on touchdown

Linesman and line judge should allow initial action to pass them and then trail the action

Before the snap: After play all officials should “rubber band,” or constrict to show presence

Before the snap: Make sure you know who counts whom

Keys on running plays; keys on passing plays.

Goal line situations: Inside 5-yard line linesman, and line judge advance to goal line at snap and officiate backwards.

Goal line situations: Do not abandon goal line (should always be covered inside the 10 yard line)

Scrimmage kicks: Review general positions and coverage

Scrimmage kicks: Linesman and line judge be aware of gunner (player on end of line), as they are the only player allowed downfield until ball is kicked

Field goals & try: Review general positions. Note: back judge and field judge under the goal

Field goals & try: All be alert for fake attempts

Time outs: Outside 2 minutes of either half, 60 seconds. Inside 2 minutes, 30 seconds in length

Time outs: players must remain inbounds and coaches must remain out of bounds

Time outs: All officials will record time outs on their game cards

Time outs: At the 2 minute time out all officials will huddle in the middle of the field to review special procedures and confirm time outs

Goal line situations: Inside 10 yard line, back judge and field judge will assume initial position on the end line and remain there during the down

Goal line situations: Do not abandon goal line (should always be covered inside the 10 yard line)

Scrimmage kicks: Review general positions and coverage

Scrimmage kicks: Kick out of bounds, if you have spot move to it and give first down signal. If unsure raise arm in the air and allow referee to align you. When referee is satisfied you are in the correct position give the first down signal

Scrimmage kicks: Back judge or field judge bean bag spot where kick ends

Field goals & try: Review general positions. Note: back judge and field judge under the goal

Field goals & try: All be alert for fake attempts

Field goals & try: Field judge has cross bar and goal, back judge has goal. Field judge will sound whistle. Both officials will advance to end line and signal simultaneously

Time outs: Outside 2 minutes of either half, 60 seconds. Inside 2 minutes, 30 seconds in length

Time outs: players must remain inbounds and coaches must remain out of bounds

Time outs: All officials will record time outs on their game cards

Time outs: At the 2 minute time out all officials will huddle in the middle of the field to review special procedures and confirm time outs

Measurements:  have new ball ready

 

Line Judge:

Synchronize correct local time

Line judge meet and instruct ball boys on procedures

Linesman and line judge discuss any signals that will be used for line of    scrimmage.

Linesman and line judge remain on their respective sidelines

Field judge and back judge will escort the captains to the numbers, instruct them to continue to middle of field and remain at numbers

When coin toss is complete all officials will meet at mid-field and record options

Free kicks: with kickers restraining line

Free kicks: will check with field judge and umpire, wind play clock, and jog to sideline

Free kicks: observe action upon kicker for 5 yards

Free kicks: On obvious short free kicks (on sides) all officials adjust forward

Game length: four 15 minute quarters

Halftime: 12 minutes

Play clock: 30 seconds

Overtime: one 15 minute period (sudden death)

Extension of a period: only on an accepted defensive penalty

Game clock does not stop on a first down, unless change of possession

Outside 2 minutes of first half, and 5 minutes in the game, start the clock on the ready for play after all penalties. Inside these intervals, clock starts on snap after all penalties.

Game clock stops on quarterback sacks outside 2 minutes left in the first half and 5 minutes left in the game, until ball is re-spotted

Game clock stops at 2 minute mark in each half (officials time-out)

Outside of 2 minutes in either half, the game clock starts on the ready for play after out of bounds plays, inside 2 minutes, clock starts on next snap

 

Things to remember

Coin toss (3 minutes prior to kickoff)

All officials enter the field together, at least 30 minutes prior to kickoff

Know the down and distance prior to each snap – signal to crew

Be alert for unusual plays, no huddle, and quick snap plays

Use preventive officiating where possible – let players know you are there

Be alert to happenings away from the ball

Call time out for any player who appears to be injured or have visible cuts or blood. Never hurry the treatment of an injured player

See everything you call – but don’t call everything you see

Don’t not reach for your flag unless you intend to drop it

Continue to officiate after dropping flag

Keep your whistle out of your mouth until it must be blown – always see the ball before you blow the whistle

Be deliberate in ruling on a fumble

Always call out the recovering team color – the referee will give the direction

Use numbers and colors of teams – no names

Make good signals

Be mentally and physically prepared to work the game

Hustle and be in proper position to make a correct call

 

Timing rule differences (NFLvs NHSF)

(Already covered by timer, but worth emphasizing)

Game length: four 15 minute quarters

Halftime: 12 minutes

Play clock: 30 seconds

Overtime: one 15 minute period (sudden death)

Extension of a period: only on an accepted defensive penalty

Pass thrown to conserve time – inside of 2 minutes of either half, a 10 second run off

Intentional grounding – inside 2 minutes of either half, a 10 second run off

Foul prior to the snap – inside 2 minutes of either half, a 10 second run off

Time out for injured player – outside 2 minutes of either half, clock starts on the ready for play, inside 2 minutes of either half, team charged a time out, if the injured player is a member of the offensive team, and that team has used all of its time outs, a 10 second run off is enforced

 

Players are down by contact

Both feet must be inbounds for a completion

Only one legal chuck allowed within five yards of the line of scrimmage

Extra points are dead if blocked

If a receiver goes out of bounds or is forced out of bounds he can not be the first to touch the ball

Defensive pass interference: spot foul[1]
